PREFACE: WHY THIS DOCUMENT EXISTS

This is not a standard workers' compensation brief. A standard brief describes what
happened and asks for relief. This document does that too—but it also explains how the
response to institutional failure was engineered.

The worker at the centre of this account is a 25-year heavy industry veteran: tower rigger,
CN Rail mainline maintainer, BCRTC electronics technician, and Control Operator trainee.
He has worked through blizzards, 5-hour rescues, and split fingertips without filing a single
sick day. January 26, 2026, was his first. It was also the day that an administrative system,
designed to protect injured workers, began producing a denial that this document will
dismantle.

What emerged from that process was not just a legal case. It was a forensic investigation.
And the investigation produced two parallel artifacts: a legal evidentiary record documenting
institutional data manipulation, and a piece of software—The Evidence Beast—built
specifically to ensure that data could never be lost, decoupled, or sanitized again.

This document presents both. They are not separate stories. They are the same story.
