4. The Address Discrepancy: Hiding the Permit History

A standard search of the City of Burnaby permit records is tied to specific legal addresses
and PIDs. By providing false addresses to consultants and investigators, BCRTC
management ensured that any resulting reports would be disconnected from the actual
physical building (OMC1) and its permit history.
