3. The Occupancy Misclassification: "Server Room" vs. "Training Department" Under the BC Building Code, the safety, ventilation, and fire suppression requirements for an unoccupied "Server Room" differ drastically from an occupied "Classroom/Training Suite." BCRTC management knowingly introduced industrial server racks into a high-occupancy training environment without applying for a Change of Use permit. To conceal this from safety consultants (Arcose), they falsely classified the space as a "Server Room." Exhibit B (Internal Email - March 3, 2026): Daniyar Minster (Safety Advisor) emails Terence Tang (Arcose Consulting) requesting sound level testing. Minster explicitly misclassifies the occupied classroom: "we are looking for some sound level testing to be done in a server room." Hi Terence, Thank you for taking my call today. Per our discussion, we are looking for some sound level testing to be done in a server room. It would be for one worker, for the entirety of their shift (we are confirming whether this is an 8, 10, or 12 hr shift). This is related toa safety complaint, so we will need a thorough report at the end. Please let us know: e How soon can you get the testing done? e How long afterwards would the report be generated? « And what's the cost? Best Regards, Daniyar Minster (he/him/his) Safety Advisor Exhibit C (Consultant Mapping - March 11, 2026): The consultant's own subsequent mapping correctly identifies the space as a "Training Simulation Room," directly contradicting management's label.
