1. Executive Summary

This document serves as an evidentiary supplement to the ongoing investigation regarding
unpermitted industrial installations and BC Building Code violations at the BCRTC
Operations & Maintenance Centre 1 (OMC71).

Internal employer communications, recently acquired via Freedom of Information (FOI)
requests, demonstrate a coordinated effort by BCRTC management to misrepresent the
physical address, misclassify the occupancy type, and actively seek jurisdictional
loopholes (such as the Railway Act) to evade the City of Burnaby’s permitting and
enforcement authority.

Furthermore, these internal documents utilize my specific regulatory complaint subject lines,
proving that this evasion is a direct, coordinated response to my safety reporting. This "Shell
Game" appears designed to bypass appropriate fire separation standards (BCBC 3.1.9) and
obscure the true safety profile of an occupied training facility.
