Subject: Formal Rebuttal: Procedural Deficiency & Evidence Suppression (Claim
#42647461)

Dear Jaylin,

Please find the attached Formal Rebuttal regarding the Investigation Report and the
Arcose noise survey (Pages 22-30 of the employer's submission).

This document outlines critical procedural deficiencies in the investigation, most
notably the total omission of my "Acoustic Trauma Brief" and the failure to identify
that the test environment was improperly assembled. The employer's survey was
conducted on a disassembled machine (side panels removed), which is scientifically
invalid and does not reflect the "Acoustic Pressure Vessel" environment that caused
my injury.

| have included a Discrepancy Table in the attachment to clearly illustrate where
forensic evidence was suppressed in favor of subjective characterizations.

| request that this rebuttal be added to my file (| will upload to the document server)
and that the claim be adjudicated based on the documented engineering failures
and my honors-level academic performance (89.9%) maintained prior to the injury.
Sincerely,

Mark Holand
