The Control Training Room is an occupied learning environment — a classroom. It is
not a server room. The introduction of two refrigerator-sized server racks
fundamentally changes the thermal, acoustic, electrical, and fire safety profile of the
space.

Under the BC Building Code, a change of occupancy use or a material change to the
fire safety systems of a commercial space requires a building permit and inspection.
No such permit was obtained.

The room is not designed, ventilated, suppressed, or rated for server rack operation. It
remains in active use as a training room with students seated two feet from the
racks.

VIOLATION 4 — OVERLOADED ELECTRICAL CIRCUITS

The server racks are connected to circuits that have been observed tripping breakers
due to electrical overload. This indicates the existing electrical infrastructure was not
designed or approved to carry the load these racks impose.

An unpermitted electrical installation with documented circuit overloading in an
occupied commercial building is a safety violation requiring immediate inspection by
the City of Burnaby and the Electrical Safety Authority.
