Work Station 3 to hear the instructor. | feel this noise level has many detrimental effect to all
students in the room, but especial those at work station 3.

Work Station 3 is at particular disadvantage, due to the much higher ambient noise. | am prone
to migraines and take steps at home and at work to minimized my exposure to excessive noise. |
can not wear noise canceling headphones while trying to listen to the instructor in the training
room. | feel this is not a good place to have a server rack, with the excessive noise and heat that
it produces. It also significantly reduces the space behind work station 3, as compared to other
work station.”

Following the submission, the worker’s Manager (Mgr, Rail Operations Support) engaged the Railway
Safety and Security Department to conduct spot noise measurements in the area, including the
workstation identified in the report. These measurements did not identify any sound levels that
constituted an undue risk to workers in the space.

The Manager subsequently informed the worker that, while there was no identified health or safety
hazard placing the worker at risk, efforts could still be made to consider changes that might improve
comfort. The Manager then closed the Safety Concern & Near Miss Form — Record # 75625.

Unsatisfied with the employer’s response, the worker reported the concern directly to WorkSafeBC,
resulting in the issuance of Inspection Report #202618842990 on February 25, 2026.

2.2. Worker Position and Circumstances
The investigation determined the following contextual information:

e The worker was completing a training and examination process as part of a potential transfer
from another BCRTC department to Operations.

e BCRTC maintains a robust qualification system to ensure only capable personnel are certified
as Train Operators responsible for automated SkyTrain operations.

e As the worker did not obtain the required minimum passing grade, the worker has not been
transferred to Operations at this time.

This background is relevant in understanding the worker’s environment, stressors, and proximity to
the reported workstation during examinations.

Reporting Protocol Deviation
Internal investigation confirmed that:

e The worker did not notify their supervisor, manager, or the RSS Safety Department before
submitting a claim.
