Dear Mark Holand:

Re: WorkSafeBC Claim #42647461
Decision Date: March 23, 2026
Issues: Claim Denied

I write further to Heather Di Palma’s April 23, 2026, letter, and my June 1, 2026,
telephone discussion with you.

Prior to the file being assigned to me Heather Di Palma provided you with an
assessment that further medical information was required to support the success
of a Request for Review of the March 23, 2026, Workers’ Compensation Board,
which operates as WorkSafeBC (the “Board”) decision. She recommended you
obtain specific medical evidence and provided you with questions and documents
to be taken to your medical providers.

Upon the file being transferred to me, I reviewed the file and advised you that
further medical evidence would be required, and it was my opinion that it was not
likely the evidence available would lead to a successful appeal of the March 23,
2026, decision denying your claim. I provided you with a deadline of 9:00 am PST
on June 15, 2026, to provide me with the medical evidence requested in Heather Di
Palma’s April 23, 2026, letter. The requested medical information has not been
provided.

I acknowledge that you raised a number of procedural concerns you had about the
investigation and decision making process. As both Heather Di Palma and I
previous advised, the procedural concerns you raised will not result in the decision
being overturned and your claim being accepted. At best, the matter may be
referred back to the Board for further investigation. However, without the medical
evidence to support the causation of your health concerns, the Board would most
likely arrive at the same decision and again deny the claim.
